First thing I'd do is check continuity at the plug end of the block heater wire. If you have continuity it should be working. If not you have a break in the circuit somewhere so get under the vehicle and remove the block heater wire from the block heater then check for continuity between the terminals of the block heater. If you have continuity check continuity thru the heater wire as it's probably bad and needs replacing; did that several years ago and OEM cord was like $25. If no continuity between block heater terminals I'd guess it's shot and needs replacing.
Don't offhand have a PN or how to but it should be similar to a hot water heater element in the sense of screw in and screw out but of course you will have to drain the coolant to replace.
