Given the first paragraph of the writeup they obviously, as they say, don't know anything about the vehicle. For that matter that's the greyist "stone white" I've ever seen even for Seattle overcast light.

I'd be curious exactly what code it's throwing that's supposed to be turbo related especially as it's pretty easy to check the turbo shaft for play. If essentially no plays it's likely a sensor or sticky variable vanes. Beyond that I'll bet it needs a timing belt and maybe rockers. Might be a decent buy at say $3K pending onsite inspection and a bit more information.

I know of one jeep that might be for sale. This one seem like to have lost a cylinder but does run down the road blowing black smoke. glow plug, valve, rocker
