So...the pulley on the serpentine belt tensioner is the same as the other idler pulleys. Is there any reason I should spend the 4-times amount to get the full tensioner when I could just replace the pulley? How likely is it that the spring in that thing has fatigued at all, really?

Unless the spring is broken it should be ok so just replace the tensioner idler pulley

9/10 times the pulley is fine but the spring breaks. If you pulley is bad but spring is good just put a new pulley on and count yourself lucky!
