Looks to be the EGR cooler; if you block off the EGR valve, the cooler is no longer needed. Just remove it and all the hoses and plumbing attached to it. Plug the coolant feed line on the head and replace the "Y" with a straight connector where it connects back into the hose on the top of the engine. Either replace the FCV with a Weeks101 kit or remove the butterfly plate in the FCV simply by removing two screws that hold it to the cross shaft!
