i redefined my search words and finally got some info.
I'm not the only one to have this issue

"Here's the deal on F31, it was a pre F37 that did what F37 does but also made crd's out of epa specs because it would not talk to third party scanners So if you needed F31 you would already have gotten the neutering of F37 just in a earlier flash. And it would have never worked with any third party scanner if you needed F31."

I hope a reflash of my ECU with a tune will allow my scanner to work.
Only strange issue left is the CEL not illuminating when DTC's are present

Has anyone had success with this software?

I have it on a xp laptop and it worked fine on my 05 CRD Jeep.
Do you have some setup wrong?

Does the CEL light Illuminate when you first turn the key to the "ON" position? If not, I suspect you have a bulb issue....

The CEL turns on when the key is turned on
It turns off before the engine is started
I was able to connect the OBDwiz but it is a challange everytime

The MAF is disconnected. The scanner shows that the CEL is on
And the CEL is off

You can run a complete instrument cluster by holding the trip odometer button while turning the ignition on. It will cycle through all bulbs and gauges. This is an actual function test that's separate from check light test that's run every time you switch the ignition on. I cannot find a nice simple summary of what it does in sequence but the 2006 FSM, which refers to this as the Instrument Cluster Self Test, (beginning on page 8J-65 and scattered thru various pages to 8J-87) does discuss what the test is supposed to do with respect to various lights and gauges on the dash.

If your CEL light is indeed not working it's possible a PO put black electrical tape over it or pulled the cluster and clipped the LED bulb wires or that the LED bulb is burned out. A dealer is going to want ca. $700 + labor for a new cluster or you can pull the cluster and solder in a new $2.00 LED bulb.

Email me if you want cluster removal instructions or a how to on replacing the LED bulb

I'm supprised that a pc based program using a mpps cable doesn't exist that would get all codes, etc

I got my dtc's reset and passed my emission test.

Only remaining odd thing is that the CEL wasn't on

When you reset the Diagnostic Trouble Codes, the computer essentially has to relearn everything. It will not throw a code unless it is programmed to throw a code for this situation. I blew a CAC hose, and it took over 5 days for the code to clear so I could take the emissions test, even though the light was not on.

May be indicating that the CEL is functional by doing a bulb-check - the test can be commanded in a DCJ-compatible scantool

Not to resurrect an old post, but it may help someone someday:

I tried using the Scantool with OBDII wiz software with no success with my '06 CRD

Went with an Autel Maxidiag 808 and have had good results reading and resetting DTC codes. Got it for $210 on Amazon.

I use ELM327 + ScanXL to read live data and reset codes no issues on my 2006, I also have a EasyDiag 2.0 that reads codes / live data as well and Launch X431 XPro for Injector coding, TCM Trans Relearn, SKREEM/IMMO Stuff as well as code reading/live data.
