I have been reading that this most-likely means my FCV is stuck open.

Does the ORM negate this issue (except for the obvious CEL) since is prevents the EGR from being used?

If I need to pass an emissions test for new tags, is there a quick/cheep fix to get rid of the issue just to get my tags? I want to get the GDE Eco tune but I was not expecting to come up with those funds for a few months.

Any tips would be greatly appreciated for this n00b :)

This DIY tune cheap but read carefully and understand what you're getting into going down this route viewtopic.php?f=98&t=78418

GDE will be the safest and quickest option.

I faced exactly the same issue as you when I got my GDE tune two years ago. It breezed through the e-test, I've easily covered the cost in fuel savings, didn't have to spend $$$ on a new FVC and there is now minimal soot in my oil.

Wish I'd done it earlier.

You can download and install a DIY ECU flash yourself if you want to save $ instead of the ORM. There are flashes available that does away with the ERG & FCV DTC lights... Some have went this route with great success! :-)r
You can read all about it on this thread: http://www.lostjeeps.com/forum/phpBB3/viewtopic.php?f=98&t=78418

As to the P1140 DTC
P1140 - Vacuum Reservoir Solenoid Circuit Condition
Possible causes
- Faulty Vacuum Reservoir Solenoid
- Vacuum Reservoir Solenoid harness is open or shorted
- Vacuum Reservoir Solenoid circuit poor electrical connection

Your problem may be in one of the items above? Several on here have had problems with the vacuum solenoid...
Read this thread to do a bypass test: http://www.lostjeeps.com/forum/phpBB3/viewtopic.php?f=5&t=70602&p=757348&hilit=boost+solenoid#p757348

Let us know what you find?

So am I wrong about the FCV being stuck open?

I just purchased one of these Cables and Software kits from ebay and I will update once it arrives. Thanks again for the pointers! For now its a temp tag until I can pass emissions.

My notes indicate that P1140 code FSM notwithstanding probably relates to the FCV (flow control valve) which if failed open can be ignored (e.g. just drive with the FCV failed open). As of July 2011 I don't know how to jigger the system to make the MIL/CEL go away other than a GDE tune or fixing the FCV. The failed open is probably because the silly plastic gear has stripped.

And this info seems to be what I have read on this forum as well as other areas on the interwebs. I have been running with both the ORM and the p1140 code and haven't noticed any negative effects other than a shudder every now and then when the engine is shut off, (even happens after a min or two of idling after a longer trip). If it wasn't for needing to pass an emissions test to get tags I wouldn't bother with the code at all, and spend the money on the weeks kit. I am still planning on getting the kit but now it'll have to wait till after I get my tags. :(

An OBC re-flash from the Squeeto thread will disable it and turn off the DTC light!!!

So is P1140 Code a FVC DTC and not a Vacuum solenoid/system issue??
Is there a DTC just for either item independently?
very curious... :?: :?

From the OBDII site for Jeep:
P1140 JEEP
Vacuum Reservoir Solenoid Circuit Condition Symptoms
- Engine Light ON (or Service Engine Soon Warning Light)
Possible causes
- Faulty Vacuum Reservoir Solenoid
- Vacuum Reservoir Solenoid harness is open or shorted
- Vacuum Reservoir Solenoid circuit poor electrical connection

From page 9-1395 of the 2006 FSM (yeah, I know it gives contradictory information)

Does the scan tool display P1140 EGR AIR FLOW CONTROL VALVE OPEN CIRCUIT?
Yes >> Replace the EGR Air Flow Control Valve.
Perform the ECM Verification Test Ver. 1 (Refer to 9 - ENGINE - DIAGNOSIS AND TESTING).
No >> Go To 3

BTW mine threw P1140 at the same time I started to hear the gears in the FCV graunching.

This is my plan now. Once I get the cable and software I will experiment with tunes to get my CEL off AND pass emissions to get my plates and tags

Just an update...

I was finally able to plug in my cable and read my ECU.

I have a 526 map and from everything I have read on the DIY Flash thread, I will be on the hunt for an EGR/FCV delete map that will work for me.

If any one has any tips or anything please let me know, thanks!
