If it cranks when you jumper pins 30 and 87 of the starter relay then it is most probably the actuator pin assembly as stated. Remove the plastic covers over the steering column...two Female Torx screws... and locate the ignition switch where it is held onto the steering column by a smaller female Torx screw....on newer KJs it is a "security" Torx fitting that requires a Male Torx bit with a hole down its center.
If you see bits of metal/plastic falling off then the actuator is broken.
You can start and run the Jeep by inserting the ignition key into its normal slot so as to enable SKIS anti-theft and disable steering wheel lock. Then use a small flat screwdriver to turn the ignition key to start the Jeep.
