Hi all... I'm still trying to put my project crd back together and I found a hole on the side of the block and I can't seem to figure out what it is for or what is supposed to be there.
I have looked through the diagrams on the mopar parts sites and can't see any reference to it. Can someone tell me what this is? It is on the driver's side of the engine block just in front of the egr cooler.

If you mean the "orange" looking thing in the middle of the image it's a "freeze" plug and nothing but the plug is supposed to be there. If not try posting a couple of other pictures 1) a bit further back see we can better see where you are on the engine (looks like head with cam/rocker cover off) and 2) with something pointing to or touching the hole in question.

Ok... here are a couple more pictures. One is a close-up (the best I could do because it is difficult to reach)
The other is further back than the others to give context (I have circled the hole in red for clarity)

I'm going with block heater. I can see some threads in there but it looks rough.

Block Heater

I agree.
It looks as though it has spent a great deal of time with just plain water, or insufficient antifreeze, to generate corrosion like that.

So can I just put some kind of plug there instead? I don't really need a block heater here in Texas, right?

Yep. Block heater hole which per engine pics at http://colorado4wheel.com/manuals/Jeep/ ... 0posts.pdf is just in front of the EGR cooler. You definitely need to cleanup the threads and install it (best price for heater with cord is http://www.idparts.com/engine-block-hea ... -4100.html) or you will have a massive coolant leak.

Judging by the rusty crud in there I gather the block has been open to the air for a while in which case once you get it buttoned back up I suggest running with a quality coolant system flush or two before filling with the proper HOAT antifreeze.

A bottoming tap would be nice if you know the thread size and pitch.
Otherwise, a small wire brush and some penetrating oil...
You may even find a round wire brush that goes on a drill?

If you are a hunter/shooter or know someone who is I'd suggest about a 12 or maybe 20 gauge brass bore brush and Hoppe's #9 should do the trick without any chance of damaging the threads. Also if you have access to a bit of phosphoric acid some of that applied via a "Q" tip will help kill any remaining rust (apply liberally; let sit say 15 minutes; rinse with tap water)

Good advice by Pap,
Phosphoric acid is a rust converter, not a remover. It turns iron oxide into iron phosphate, which is very stable.
The phosphoric acid changes the reddish-brown iron(III) oxide, Fe 2 O 3 (rust) to ferric phosphate, FePO 4.
