I'm pretty sure this guy is on LOST. James R. Philips, (fatguyrepairmanuals on eBay) you knew this was coming.
This gent sold me a timing belt tensioner on eBay, and claimed it had only been used for a "few minutes". It in fact has the wear of 70,000+ miles. When I called him out on it, he first said that he would return my money, but then in the end he would only offer me another used piece of junk! I'd take him to court as a matter of principal, and to show the evidence to eBay,, but PA is a long ways off. So, I'm out $70, but he's out his reputation. If he reads this, I just want him to know that he stole from a disabled vet, and a single parent that raises two kids, one of which who is severely disabled. Sleep well.
End of public service announcement
I would file a claim with eBay and then one with PayPal if you used them.
I have had good results with both and PayPal actually issued me a full refund of the disputed charges in one instance!
Vey reason I like PayPal and like using them to pay for stuff....
Paypal helped me out even though I was well outside of their return/refund window when the crook that runs RockLizard took my $550 and never sent me my roof rack. It was before he released it and i pre-purchased it at a discount in July. I believe he told me September was when he would have it ready, so right there I was beyond the paypal policy.
I tried to get him to respond to email and phone number until December and finally decided to contact paypal. They wouldnt refund me the money but they sent him a warning and I finally heard from him. Ultimately, he still never built the rack(or sent it to me), but luckily I had used my credit card to fund the purchase in Paypal, so I just called them up and they reverse the payment 6 months after the fact.
Moral of the story. Always used your credit card in PayPal lol.
