Thought I'd chime in on my recent P0299 low boost saga:
1. Hoses/intercooler/vacuum lines checked, and no leaks found
2. MAP sensor cleaned, with no change in code
3. Turbo vanes actuator control rod movement checked, and was found to move minimally. Twice tried the "internal turbo cleaning while installed" procedure with no improvement
4. Turbo removed and disassembled, and all vanes and unison ring found practically locked in place by carbon build-up. Manually cleaned all, reinstalled turbo, and it runs great now!
The vehicle has 185,000 miles on it, and while the crankcase vent hose has been re-routed/disconnected for years, the Weeks EGR delete/Green Diesel eco tune weren't installed until it was at 110,000 miles. That, I'm sure, contributed to the turbo carbon build-up. I'd say anybody reasonably mechanically inclined can do the same repair work I did, so don't be afraid to jump into it.
