Post subject:  Exhaust Cam Pulley Rub?

So I recently replaced my timing belt, rockers, lifters, etc. I've noticed that it sounds like my exhaust cam pulley is rubbing on the inside timing belt cover (the heavier engine-side aluminum cover). I can grab and push the cover inward and the sound almost goes away. Strangely, it doesn't always make this sound.

The exhaust cam is the original cam (I had to replace the intake cam). I have driven it for about 2,000 miles.

Has this happened to anyone before? I am developing a paranoia that the snap ring cam off the camshaft or something.

Directly above the cams, behind the sprockets, are two holes where the timing cover bolts to intake manifold.
Those bolts should keep the timing cover from moving.

I already unbolted a bunch of the front cover and very carefully checked the torque on those two bolts. This was tricky since you can only deflect the cover so much. They are 10mm head and behind the cam pulley correct? I had to rotate the pulley so that there was enough clearance. I am starting to wonder if I put the wrong bolt in and it bottomed out rather than torqued tight.
