when climbing large hills sometimes the jeep downshifts at around 2200 rpm. when transmission reengage it is around 1600rpm. if I attempt to accelerate at this time engine doesn't want to increase rpm and I see large amount of black smoke. The only way I can accelerate and stop black smoke is press the overdrive button. Any ideas what is going on?

That code is for turbocharger under boost.

Please give more info so the experts around here can help, I'm not one of them FYI.

I.E. Year, mileage, modifications if any, maintenance done if any, previous problems if any...

This could be as simple as a blown CAC hose, the hoses that go from the turbo to the intercooler or from the intercooler to the intake manifold.

Definitely sounds like you are having a low boost issue. As vwroad stated, you need to check your boost hoses real close for any cracks, tears, or ruptures.
Also check all the vacuum lines on the turbo boost controls that sets on top of the right (passenger) side finder. Check the little small vacuum line that runs from the turbo boost controller over the turbo vane actuator on the turbo itself. Make sure it has not cracked or melted since most of it is a plastic line.

Sounds to me that your transmission is acting normally.
But I don’t know how steep of a hill you are trying to climb.
Climbing a steep hill at 60mph in 5th gear will definitely force a downshift.

Try this:
When you see the hill approaching, turn OD-off before you start climbing the hill and try to keep your speed at 50-55 mph.

ive checked and mechanic checked, not seeing any boost leaks (have samco hoses), tube from vacuum to turbo tests ok. air filter looks pretty good.
the only times I notice lack of power is starting from a stop and the hill situation i mentioned above. my guess this has something to do with turbo vanes not deploying to capture full boost at low rpm. One problem is the speedometer reads about 10% to fast so I'm not sure if the transmission is downshifting based on wrong info.
it seems better after bypassing the vacuum solenoid so trying replacing it.

I got a gde ecotune and the boost code went away. The power doesn't seem as good as pre-turbo replacement though. Any ideas how to check if I have right amount of power?
I'm trying to decide if I can tow a uhaul trailer with this thing
