Does the line going from the modulator to the actuator have decent vacuum at idle, when checked from the actuator side? It should have high vacuum at idle. I'm not sure if it is regulated down at all in the solenoid or modulator but it should be pretty high.

No, there’s no pull when I disconnect from the top of the actuator.

It can function without vacuum reservoir solenoid (bypassed for a test), but it must have the modulator in the vacuum circuit to function.
The modulator controls / varies vacuum to the vanes in the turbo to regulate and control engine boost.

A mechanical boost gauge is one way of seeing just what boot levels your turbo is producing or using a good electronic monitoring software via the OBDII connector.

Thanks for the information. Well, I did try the bypass a month or so ago, and it made absolutely no difference - hence why I figured it must be a leak elsewhere. So I guess if it can function without a good vacuum reservoir solenoid, it must be the modulator then?

Is there another way? I'd prefer not to run out and start installing boost gauges or software if there is another way to diagnose.

This can also be done on an iPhone with the OBD Fusion app (It is the best I've tried and I think it is from the same company that makes TorquePro). I've heard that apple doesn't allow access to all the functions that Android does or some such nonsense, but it has worked great for all the basic stuff I need to do like boost, coolant temp, speed, rpm, fuel rates, etc as well as clearing codes.

This is definitely the cheapest way to check the MAP boost gauge reading to see how much boost you are producing. It sounds like you definitely have a problem with the modulator if you get vacuum all the way up to it, but nothing out of it.

The best place to get the modulator that I know of is below. It can be had for cheaper from some of the MOPAR suppliers online, but shipping is usually more expensive from them.

The solenoid can be had from the same supplier if you want to eliminate both options.

Same part as the Mopar PN:> 52109543AA but much less expensive.
Google the part number, plenty available for less than $30 bucks, some even on Amazon & eBay. :google:

Well, I borrowed a boost modulator from another CRD, The 0299 underboost code disappeared, but she still took off like a snail in first. I can get it up to speed, but it barely moves to start. I did find one interesting thing of note: when put into reverse and given lots of accelerator, it takes off like I would expect a turbo to do so. IOW, reverse is so much faster than 1st.

These are the current codes it is pulling:

0121 - TP Sensor Voltage Does Not Agree with MAP (guess I will give it a clean, prob gunked up from all the issues I am having)

These two codes though...
0146
1250

Can someone shed some light on them?

1250; do you have the vacuum solenoid unplugged?
P1250 Vacuum Reservoir Solenoid Open Circuit

I don't believe these two DTC's apply to your vehicle.
P0121 - Throttle Position Sensor A Circuit Range/Performance
Jeep CRD's have no Throttle Position Sensor.

P0146 - HO2S Circuit Insufficient Activity Bank 1 Sensor 3
Jeep CRD's have no oxygen sensors.
