a couple of weeks ago I replaced the turbo..bearing went out..
thankfully that was all.
but I keep getting a P0299. low boost.
the OBDII reports a 16psi boost for a peak reading.
is this normal? low? if low what should it be reading? 20?25?

Yes, I believe that is too low. Should be around 20-22 on a stock tune at full boost.

1st. check the MAP sensor to see if it needs to be cleaned

2nd. make sure the vacuum control system is working properly and that there are not vacuum leaks. This includes both solenoids and the actuator on turbo. The actuator needs to move freely up and down with full range of motion.
When in doubt, just replace both solenoids.

3rd. the actuator rod length can be adjusted and there is a stop screw on the turbo. When Garret assembles these turbos they are flow tested and the rod length and stop screw are adjusted accordingly. Its very difficult to make these adjustments with the turbo installed on the engine.

the jeep didn't have any codes until the new turbo was installed.
I did check for vacuum leaks..none found.
I'd really rather not pull the turbo out to adjust the rod..
does make the rod longer increase boost? or decrease boost.

Shorter rod would increase the boost - Max boost should be 26psi in spikes, 24-25 in normal operation. You should get limp mode and an overboost code at 27.
At highway speeds, 16 could be correct, but you'd really need to know the requested-boost and then the actual-boost to see how far off it is. I don't know how to get that on a Jeep though, just on a VW.

Desired boost can be read from the ecu and compared to actual with the better scan tools.

The boost should be 1335 mbar maximum at sea level. That works out to 19.4 psi. Obviously it can spike but 19.4 is what the tune calls for.

It will get lower with elevation gain.
