Surging when driving

Suddenly while driving the CRD is surging up and down, it does it at all throttle positions but does not do it at all at idle. Also while in park it revs up fine and does not surge or cut out. There was a fair amount of air in the fuel filter hat, i did just replace the filter a couple hundred miles ago, bleeding that did not seem to help at all.

Also there is NO CEL light but my reader did pull a p0299 code.

NVM, it is the turbo to cac hose, 3 inch slit in the hose.
