Very familiar with the weather there - I'm an ex-SoCal resident who drove out to Las Vegas four or five times a year for conferences for many years. Also did a lot of off-roading in the Mojave / Sonoma deserts in CA, NV, and AZ. We now also live in a part of the country with a 110°F temperature spread (meaning 0°F to 110°F) throughout the year, so the importance of bulletproof cooling isn't lost on me - I know what it means to not be able to turn your rig off because heat soak will make it impossible to restart unless you let it cool down for at least a couple of hours if you do.
Here's what I'd recommend, given that it's coming up on the cool part of the year:
Don't replace the shroud. I'm not saying that doing so is pointless - but the lower part of the shroud does very little from a cooling perspective.
Can you post a couple of photos of the condition it's in? This would help greatly to determine how necessary it might be.
