warning lights flashing on and off randomly

Ok so while driving sometimes all of my warning lights come on and go off, think party lights or strobe lights, even more rare is the jeep seems to hiccup or burb when all the lights come on and then drive normal when they are off, so it kida like he jeep is having hicups. I do have a short video, but im not sure how to post it

As to your problem, I would start by checking ALL grounds very closely. Sounds like a loose wire or bad ground somewhere.

I cleaned batter cables, cleans connections at under hood fuse box, and tested the battery still does it. Any ideas

This exactly how a dead battery in a liberty looks like !

What year is your CRD?

Download the Service Manuals for your KJ here...unless it is a 2004 then you need the 2003 manuals which will be close enough.

Section 8W has the wiring diagrams and the index will show where all the grounding points are located....could be a rusty or loose ground connector!

First check the Negative Battery lead going to the chassis is clean and tight both ends.

If it is a 2005 CRD there is a FCM module in the engine bay which can have a dirty connector or could be failing....all the Serial Data runs through this module!
