Yes, the frame mounted hitch should handle the weight of the vehicle easily, it is an extension of the frame if installed properly.
You can jack it up from the rear hitch, but not really a great place to use unless you are trying to lift the body off the rear axle to change it or springs etc...
If you are trying to lift the whole rear end of the vehicle, the best place to lift it (place jack) is from under the rear axles differential.
