Fuse 17 is the correct fuse for the fuel pump relay supply in the power distribution center under the hood when you retrofit an intank fuel lift pump.
Fuse 17 does not supply any other circuits, it is dedicated solely for the fuel pump relay.
If 17 is blowing, you could have a short in the circuit somewhere or your fuel pump is pulling to many amps? I would put a amp meter in the circuit and see how many amps the circuit is pulling when you have the engine running.
If you only have a 10A fuse in slot #17 it should be a 20A fuse. I would change it to 20 amp fuse and see if it still blows it. (20A according to FSM Gas wiring diagrams)
Unfortunately, the wiring diagrams in the Factory Service Manuals for both 05 & 06 models does not show all the wiring for the fuel priming pump since these diesel vehicles did not come equipped from the factory with a lift pump installed. You have to sort of use the gas version wiring for a guide since they came with an intank fuel pump!
Below are a couple of pictures and drawing showing the retrofit wiring for the intank fuel lift pump that I put together.
