My turbo variable vane lever was stuck. I freed it by using oven cleaner, and PB blaster. Now that it is free, with the output hose removed, I dont see any difference in charge output while moving the vane lever. Could something inside the turbo be broken, and not moving the vanes when the variable lever is moved?

Are you testing this at idle? If so, there is not enough exhaust flow at idle to produce boost.
A mechanical Boost Gauge while driving down the road is your best indication of how well your turbo (vanes) are performing.

I was testing at idle. It seems like a lot of boost at idle. Moving the vane didn’t change the boost flow.

You may need to pull the turbo off and open it up to expose the vanes, very easy to do and clean the vanes and the mechanisms that move the vanes. I did it when mine went into limp mode and it fixed it right up.

does anyone know which way is more-and less boost? The vacuum pulls the lever up, no vacuum, the spring pushes the lever down. Mine was stuck all the way up, It moves freely now.

The higher the vacuum on the vane actuator, the greater the boost discharge pressure on the compressor side.

several weeks later, after freeing up the turbo. The car went again into the limp mode. I have not read the code yet, because my son borrowed my reader. If the code is "over boost" again, then I guess I will remove the turbo, and look inside of it.
I hope the bolts to the exhaust come off without breaking.
