Is there an approved procedure for priming the oil system on the 2.8 CRD?

I'm not aware of any specific method. The only way to prime is to use the starter to turn it over. Is this a rebuild or has it been setting for awhile?

I dropped the oil pan to service my oil pressure relieve valve, and I don’t have want to dry fire it.

It has been sitting with an empty crankcase for a few months.

When turning over is there an approved way for deactivating fuel delivery?

Simply pull the starter relay in the TIPM under the hood and jump connectors 30 to 87 to spin starter/engine over. Key in OFF position

Sorry for the slow response. Pull the Injector fuse. This will disable the injectors. This is what I do when I'm troubleshooting fuel related issues. As for the oil priming, since you did not disturb the oil pump there is no need. You may have a brief moment of no oil pressure while turning over but if you are using synthetic oil there should be an appropriate amount of oil film to protect everyting for prefire. If you are replacing the oil pump you always preload it prior to installation.
