It's that way for 2 reasons..........

1--You don't run out of gas.

2--You don't burn up the fuel pump,GM still has not learned but thankfully Chrysler has as you need fuel in the tank to cool the pump.

Yep. All Chryslers do it

City driving kills mpg's,you did not loose any gas.Last time you changed the spark plugs and all the other general maintenance items? Those will kill mpg's also along with under-inflated/over-inflated tires and bad alignments.

Well you're not losing 16L, you're just filling up 16L earlier that you absolutely have to. Like tjkj said it's actually better because you won't burn out your fuel pump.

As far as the mileage goes, there are 100+ things that could cause that. Have you made any modifications? Have you kept up on maintenance? Changed fluids, filters, spark plugs, etc. What kind/size of tires are you running?

Well I can't really think of anything thats bringing your mileage down from what you said. Like tjkj said city driving really kills your mpgs. Your driving style could be the culprit too.
