What if you mounted it like a hi-lift behind the spare
flip the spare mount and the extra space bolt the shovel on top behind the spare
maybe use some of those rubber holders some of the guys here have for the mag lights

are ya any good with a welder and grinder?

i helped a guy build a hanger for his fire axe that hung the axe straight up and down inline with the right side of the spare of course you can always go to the left of the spare as well

basically built a baseplate that went behind the tire carrier over the studs and then put the tire carrier back on

That is a really good idea. If you could weld a piece of flat bar on the top of the tire carrier, after you flipped it, then drill holes in the flat bar and mount some quick fist grips to it and they could easily hod the shovel. There may even be room if you didn't flip it. I've had mine off for too long to remember the room that was or wasn't there.
