Has anyone build a custom base plate under the front bumper of a Liberty. I like to take my CRD with me, but $800 for a base plate to tow is a bit steep. I have build some for other vehicles but the front sheet metal on the CRD Liberty does not look all that secure.

You could copy most any design or look at the way a ARB bumper mounts and go from there. Front is a whole lot stronger than you think if you do it right.
Also look at how a Backbone winch mount works / mounts

Sheet metal? My base plates attach to the front of the subframe in the same place that the front tow hooks normally attach and I think use the same bolt holes.

This should give you an idea of what the bracket/base plate looks like for the Liberty for the manufacturer that makes the one that I have. You can see the three bolt holes in the top of the bracket that bolt it to the sub frame.

The one you need will depend on the year of your KJ. When I had an 02 I had to get another plate for my 05. If you have an 05, and IF the base plate is the same as a gas one I'll give you a deal you can't beat. I have a base plate, break away switch, Brake Buddy and the towing arms. Hundred bucks plus shipping and they are yours.

My CRD is an o6 and the towbar I use is from Blue Ox.
Nice looking CIB, mine dates back to 1968 TET.
I'm not familiar with the items you mention. Any chance you have a picture of them.
The cost is right. I have to build the thing in such a way that I can install the electric for the brake buddy as well as the electric light system.

Mine is for 1967. So, the only thing you would need is the base plate? I forget what brand mine is but I know it isn't a Blue Ox. The hook up point may be different. It's in storage now but I can get pics tomorrow if you want them.

There is no rush. I been around a long time and never get in a hurry. Flying to Arizona on the 10th and ride my Harley back to Michigan end of April. Hope the weather will not fool me into staying someplace more than a couple of days.
But like to get a system working by the beginning of summer. The wife is not much on riding on the back of a bike. I build a plate for my Rabbit pick up TD and it worked fine for a few years.
Thank you very much for your information.
