What is that cutout panel in the middle for? What do you need to access from there?

The cutout is for gaining access to the top of the gas tank. From there you can get to the gas pump that is in the tank.

It makes sense,
but I was kind of secretly toy discovered a hidden compartment big enough to hold all my tools, straps, emergency equipment, food and drinks for a week, blankets tent, BBQ, oh and my High Lift!
