If he needs some motivation, just show him that "girls are doing it!" 
That's my daughter about a year ago. As soon as her feet reached the pedals, she was good to go... (disclaimer: the rubi is parked in that pic and turned off, hence...no seat belt. Always wheel safely kids  )
