For those in MA, and any other state that follows the (WBxWT)/2200 rule, max lift height is 2.83" (that is, the actual suspension lift, tire + wheel height is not counted against you)

( 104.2" x 59.7" ) / 2200 = 2.83"
Assuming Wheel Base of 104.2" and Rear Track Width of 59.7" (from jeep.com)
3" is approx. legal if you can get 3" of wheel spacers (1.5" on each tire) or change the backspacing on the tires, but then you have to make sure the fenders cover enough tire. By legal I mean that they can give you a ticket anyway, but you have a good chance of fighting it if you can tell them your wheelbase and track width allow for a 3" lift.
