Can anybody tell me anything about this bumper or where i might be able to find some info on it?

I was just looking around online and stumbled across this picture.
Thought it look good and something a little different then most others I've seen.



Any info. or thought on the bumper please

Of course thanks Stingn pretty much figured it was custom, But i like it alot, thinking if i ever end up doing a custom bumper over purchasing one, i take the bottom half of this one into some consideration and input into my own design.
