So I am putting a 2inch shackle lift on my 91 YJ I got the front on but I dont know how to get the back on. My problem is that the gas tank is in the way. Am I missing something? any ideas?

Just speaking from what I have seen so pleas dont take this the wrong way
I know that shackle lifts seem like an easy cheep lift but they just are not worth it
first all you get is ~1/2 the length of the shackle in lift
second they are week and when realy pushed they will bend

I can not tell you how many times I have seen bent springs and longer than stock shackles

for a cheep lift just go SOA
or you can pick up a 2-3" SUA kit for ~$500 I think
check out 4wheel drive hardware

Hummm...I didn't have any problems. The only thing that was in the way was the hitch. I had to remove it because the frame mounts for the hitch were in the way. I've been running a 1" shackle lift on my YJ for about 4 years. I haven't had any issues.

Then you have never hit the "low hanging fruit" yet
the shackles hang well 2" lower than stock and you only gain maybe an 1" in llift making the shackle 1" lower than stock
I am assuming that you have not done a shackle reverse yet either
with that shackle that low every root and rock that a stocker just made it over will hit the shackle pushing the spring back
when the jeep tries to compress the spring it also pushes it forward thus bending the spring
I have seen it don many many times on the same "easy" trail
