Still has some plastic on seats lol he bought new and has been storing it since. Would the motor be trashed if he just parked it in garage. Fuel would be gel id guess.

All depends on how it was stored, did he pour oil or anything down the cylinders? Did he put anything in the gas before hand? How long has it been sitting and where ( heated or unheated damp garage) .

I have had luck with unsticking motors that sat for a long time, just takes some work. Then checking/replacing all fuel/ brake/ vacuum lines possibly.
Pull the plugs and pour some oil down the cylinders and turn it over by hand first to see if it will even roll over and go from there.
