Can I put 30x9.50 15 on my non lifted libby? Provided i switch to the 15 in wheel. What is the largest tire I can put on my stock 16 in wheel without the lift? Also has anyone ever ran the Dunlop Mud Rover? I saw them listed on TireRack.com for around a hundred a tire.

245/70/16s will fit without a lift. Do you really want to drive 500+ miles a week on mud tires? Bridgestone Dueler A/T Revos might be a better all-purpose choice.
