Would changing from a 16" to a 15" rim put more strain on the brakes or have any detrimental effects?

No change depending the size of the tire.The 15" rim will weigh less than the 16" but some 31" tires for 15"s weigh more than 31" tires for 16" rims.

And Callaway.....If your thinking about buying the wheels from Video Guy's neighbor,you need to make sure that those wheels will clear your calipers.I have the exact wheel in 16's cause was told there are only limited choices on 15's.That is a great deal,but if they don't fit you might be reselling them.Thats why I did'nt bother to PM him.Just a heads up.
