With a interior hot patch I'd say yes but I'd have to look on the inside to be absolutely sure. They use to make patches that looked like a mushroom with a needle and string attached to the stem to patch and plug all in one. It's been a long time since I did this as part of my duties in a tire shop. The only problem as far as the hole goes is it might allow water in to start a separation. If you fix it, just keep an eye on it for a bulge in the area.
