Is it possible to easily install a drain line off the water in fuel sensor similar to what the GM 6.5 diesels have?

They have a line that comes off the bottom of the fuel filter manager to a petcock. You can open the petcock - with the lift pump running - and drain/ pump out any water or crud into a container.

I do this frequently on my GM 6.5 diesel vehicles. Always before & after I change the fuel filters.

Still don't know the answer.

Does the Dodge FFM that GMCTD used have a drain?

It is doable! Some including myself have installed the Donaldson P550588 fuel filter on the OEM filter head. It is a much better filter than the 20 micron OEM filter.
Donaldson *P550588 Sensor Port Thread ½ x 20 11 micron @ 99% efficiency

This filter allows the install of the Donaldson Clear drain bowl with a Twist & Drain Valve (P569758) with 1/2"-20 UNF Threaded Port Sensor on the bottom of the filter which allows you to visually see any water accumulation in the bottom of the bowl and has a twist drain with a connection for a plastic drain tube if you so desire.
If you go this route, you will need to order the Racon RK30964 WIF sensor to fit the clear bowl or filter as the OEM WIF threads will not fit the Donaldson Clear drain bowl or filter.
I am running this setup along with a secondary 3 micron@99% efficiency Donaldson P551313 fuel filter on a Wix 24770 filter head.
This setup does require an in-tank lift pump or in line pump to push the fuel through both filters...

See this thread for more info on the secondary filter install. http://www.lostjeeps.com/forum/phpBB3/viewtopic.php?f=98&t=80139&hilit=+filter
If you want pictures of the primary filter with the clear bowl, let me know and I can post...

A couple of pictures I had on file:
Notice the clear bowl on the bottom of the primary filter, it has a drain tube connection.
I will try and get some better pictures of it from the bottom...
