They can be machined if they are not worn too thin. There is a minimum allowable thickness cast into the rotor. (*1. see information below)
But due to the lower cost now days of new rotors, most believe it is more cost efficient to just purchase new rotors and not have to go to all the trouble of machining old rotors.

The rotor's minimum thickness tells you the minimum operational level of your rotor. This level can be found engraved on the sides of the rotor, within the veins of the rotor, or on the hat of the rotor.
