I was at harbor freight this past weekend picking up a recovery strap, and I was looking at that hitch receiver tow-loop and it's hollowed out (not solid metal).

I ended up getting this one:

VERY solid, but it does clank around like a lot of them if you're going over bigger bumps (like a speed bump).
