All right, after many many weeks of testing, I am going to release the pictures of what I did. Because I have a manual KK, I use my P brake all the time. I would say I have at least 100 cycles on the P brake with out a failure:

How it works:

When the P Brake handle is raised, the spring tip raises off of the back rest. Half way up, the spring then tensions around the barrel and provides tension on the handle.


Now on to my fix:

The first thing I did was bend the back stop up to it's maximum height allowable. Then I moved the spring tip to rest behind the "back stop". By doing this, it now is turned in to a front stop.

Mechanics of why the fix works:

By turning the back stop in to a front stop, the spring now applies tension force to the barrel that the parking brake handle attaches to instantly when the handle is raised.


Once this operation is completed, it is highly advised that both rear parking brake shoes be adjusted.

Thanks for posting this, Digger. I need to fix mine too, always shutting the engine down and parking in gear is especially tedious when running quick errands in the summer here in Phoenix. I am just so inexperienced with DIY auto repair that I have to ask, are the mechanics of the e-brake system mostly located directly under the handle? What is the best way to get access to where the parts are which you are describing? I've never had to work on an ebrake, and this is my first jeep. Thanks, Michael

(my ebrake stopped working about a month after I got my KK two years ago, and I have since read all about this common defect)

Be very cautious of the wires under there! The black box is part of the SRS Air-Bag system. There was a KA owner who popped off his side curtain air-bags by messing with the wires.
It would be best to disconnect the Neg (-) battery cable first, and wait 10 minutes before getting in there.

Before doing any work on your ride, disconnect the Neg (-) battery cable and wait 10 minutes!
This will allow time for the airbag capacitors to discharge.
You don't want to have your airbags go off accidentally.
In the above Pic #1 (post 1) you can see the main airbag controller in front of the rest tag. DON'T MESS WITH THE WIRES GOING TO IT!
You will need this to access the E-brake. HOW TO: CENTER CONSOLE REMOVAL
I recently bent the rest tag so my hand brake is working again.
Now my "Recalled" handbrake, which was replaced by the dealer a couple years ago, is working as it should.

After bend. The spring still sits on the front of the tag when the handle is in the down position.

I also noted how long the right cable is compared to the left side, so I decided to address that as well by adding spacers.

For the spacers I used small nuts I cut a section out of.

Then I placed it on the brake cable,

and used pliers to close them.

One nut was not enough. But with 2 I get an even pull again.
The nuts are also small enough to go through the cable holder opening so I can still take the cables off if needed.

Great and quick write up! I'm definitely going to have to look into this for the future, maybe this summer. Best part about flat land is that I don't really use my handbrake until winter when I park on snow mounds or want to fool around.

Lauren is bound to see this and put it in the how-to index. If not we'll message him.

Edit: I'm assuming it's 1 cable per side, so the point of the nut is so that both brakes engage at the same time. Correct?

You are correct. There is a single cable coming from the E-brake mechanism, then the splitter with the two rear cables coming in from the other side. The splitter is designed to pivot and, in theory, apply the same pressure to both rear cables. However, the right side cable was a lot longer then the left side was, and the splitter could not compensate for the difference. So essentially I only had the left side brake shoe trying to hold the rig. Add to that the limited amount the handle could travel, the extra travel required before the drum spring engaged the drum to start pulling the main cable, and I had no real brakes at all.
By bending the rest tag a little the drum spring engages the drum sooner, thus pulling the main cable sooner, which in turn allows more pressure to be applied to the shoes in the rear before you run out of travel on the handle.

EDIT:
This rest tag Mod is only needed if your E-brake handle goes all the way up without really engaging the brake shoes enough to hold your rig.
The nut spacer Mod is only needed if one cable is to long causing only one side of the brakes to be applied.

Good point about checking the adjustment of the star wheel and should be something you check first.

I did adjust mine several times. But the E-brake still would not hold the rig. That is why Chrysler issued the H28 recall. In which they replace the hand brake with a "new" version. After a couple of years the new one failed just like the old one did. The hand brake spring/drum is supposed to be self adjusting as the brake shoes wear and as the cables stretch. In my case it did not work/self-adjust like it is supposed to. I checked the adjustment of the rear brake shoes and could not adjust them any more without them constantly rubbing. So I did the above Mods and everything is as it should be again and better then it ever has been. Only time will tell if it will work long term...

Thanks for posting this. It is good to have another option when the star wheel adjustment isn't enough. What years did the recall cover? I have an '08 and I don't have any outstanding recalls according to my VIN on Jeep's website.

The problem with the recall was it was only issued for the manual trany rigs.
2007-08 KA and 2008 KK. But if you have the lifetime warranty it may cover this. A couple of KA owners got it covered this way because their rigs would not pass inspection.

Yesterday replaced the lever, bought a new one OEM at rockauto.com, adjusted without spacers and right at the first click it starts to hold the car, four clicks and it doesn't move even in a very inclined position....

I did the 2-nut fix - after installing a NEW OEM hand-brake assembly, did not bend the rest tang, and adjusted star wheel several times - brakes are OK now, but I am still not a fan of the design. My old OEM system is now in the attic.

The new OEM system - has the coiled spring greased !! Which seems very contrary.
