Most of the Jeep Liberty people who get a high quality coilover lift swear by JeepinByAl's lift kits. I don't know anything about the company you linked to, but Marlin at JBA provides top notch customer service and a fantastic product. Here's the link to JBA's website:

So the CB engineering coilovers come with a spanner wrench for adjusting preload. Does this mean they are adjustable in the same manner as jba adjust a struts?
I'm skeptical of the quality of these, and I've seen some less than impressive reports of their customer service elsewhere online. The address listed on their website is only a couple hours away from me though, and their pricing has me curious. I may try to make an inquiry with them, but I'm not sure how to assess the quality or correctness of the actual shocks and springs used. Anyone have suggestions on what questions to ask?

Knockoffs from JBA
8-10 week lead time which means they do not stock them and have to order parts, get them in, build them
JBA stocks everything and if you ever did have an issue would be there to help right away
