The control on the dash that directs air to the defrost, the dash or the floor doesn't work. It will let me choose between floor and defrost only. Any ideas?

I took out the center console and removed the shield on the air box controls . I still can"t get the air to come out the dash. Which gear on the side of the box puts air to the dash or is it a combination of having 2 in the right position? I kind of think the ac cold air is being warmed by the heater? The pressures on the ac system look good and I just vacuumed it down and put in a measured amount of freon, but it still blows only 70 deg. air.
Any suggestions?
