Make the penalty for posting questions in the CRD Tech Section having to up dress like a Goat and then go to Afghanistan?

The Newbees are still posting in the Tech Section  Could you not have the introduction to the Tech Section have the relevent warning highlighted in RED so it is more easily noticed.  Sometimes the Newbees post a question there that I feel I can offer some advice on but then I feel I am aiding and abbeting a felony as the post is in the wrong section
