When you guys are referring to the bar leaning 'back', surely you're only referring to the hoop section right ? Other than that, the bars' face is verticle ?

yes Oz...I believe the "stinger" like bar that is across the top of the actual bumper is what they are referring too

If you look in unixxx avatar photo, the bar that is between the headlights and goes around and above the fog lights is the bar in question...

Yep, don't move them, but make them (much much) thicker. I easily bent mine when I had to be recovered at an angle, rather than straight on.

If we can lose the tab bits with bolts through them that stick down at the front (in line with the shackle tabs) then that would be good too. At the moment winch cables, snatch straps, etc snag on them when the recovering vehicle is higher than the one being recovered.

In fact, why not move the shackle tabs so that they are where the sticky-down-bolted-tabs currently are. They'd be much more accessible, but wouldn't stick out in front and slice up pedestrians.
