Go in Spring. It is too hot from May through September.
Go in late April when LOST holds it's annual LOST international event there in Moab 2008. You can meet a bunch of LOST members and explore some great trails (even if you are stock) while seeing some great sites most "tourists" don't get to see.
Prepare for Maximum wheeling and siteseeing?
1. Get Skid plates
2. Get Sliders/Rock Rails/Boulder Bars
3. Lift it 2.5"
4. Get 31" AT's or MT's
5. Fire Extinguisher
6. Take tools with you
7. Take important fluids (for the Jeep) with you
8. First Aid Kit
9. Go to Moab during LOST's International event
10. Take Spare parts of things that can break most frequently when hitting trails or just out on the road.
11. Install a CB Radio (and antenna, of course)
12. Do trails with another vehicle
Pretty much all trails in Moab are great for photo ops. Top of the World is a great trail, Chicken Corners, Poison Spider Mesa are a few.
OK Campgrounds is great for LOST over the last few years.
