The boost pressure solenoid you can "inspect" yourself. It is a paper conical filter about two to three inches long. It sits on the passenger side fender right next to where the strut (coilover) bolts to the inner fender. It has a hard clear plastic covering over the paper filter. The paper is colored brown from the factory. If it is plugged with goop or is a dark color, then change it or unclog it ($5.00 part).
The second is a good question, and I dunno.
