The only words that come to mind to describe this remind me of an old Navy joke I read many years ago -

During WWII a Naval Reserve officer was assigned command of a destroyer escort. While he was a competent officer in most respects, being that his previous civilian occupation had nothing to do with ships in general, his shiphandling skills left much to be desired. When it came to tying up to the dock, or getting his vessel underway, he usually managed to botch the evolution rather badly.

On one occasion when he was bringing his vessel back into port, the berth he was assigned to was in full view of the Port Commander's office. The young skipper knew this, which made him even more nervous than usual, with the predictable result - he screwed up the mooring evolution even more, coming close to damaging the pier, his own vessel, and another ship tied up astern of his. When all was said and done, the mooring completed much to the relief of everyone involved, the young man was sweating bullets, waiting for the thunderous butt chewing he knew he was inevitably going to get from the port commander.

A half-hour later, a runner arrived with a message from the Port Commander's office. The message simply read "Concerning your mooring evolution - GOOD".

The young captain was totally thunderstruck. How in the world could the Port Commander think he'd done a good job mooring his vessel? After a while, the thought began to occur to him that perhaps he wasn't as incompetent at shiphandling as he thought, if an old salt like the Commander thought he'd done a good job. After an hour or so of ruminating on this, the young skipper began to feel rather full of himself.

Two hours later, another message arrived from the Port Commander's office. It said "Add to previous message - GAWD ALMIGHTY DID YOU EVER SCREW THAT UP!!!".
