Bet they use water cooled turbo's in minimum air flow places,real hot climates, and stationary engines. I would argue the oil does indeed cool the turbo but lubrication is it's primary mission. They must have a bunch in Australia, just that one shop does 2-3 a week!

On my nissan the turbos are water cooled, in a high performance application I think they are a necessity, I think our CRD would be much better off with a water cooled turbo if just for the sake of its longevity.
