you could probably order one from ARB, or i saw in a 4WD Harware catalog i got yesterday, if you have a roller fairlead, you can get a license plate holder that either JUST snaps onto the rollers on the front of the fairlead, and you can pop it off completely when you need to use the winch. OR there is another one that bolts down to the top of the fairlead, using the roller fairlead bolts, and hinges up when you need to use your winch and snaps into place on the rollers at the bottom.

for the rubber, you could go to an automotive shop, and get some small/thin weather stripping that is made to go in door openings over the "pinch welds" or some other rubber trim and make yourself a rubber edge for the cover plate, even some more flexible door edge guard might work, but that stuff might be too stiff. maybe find some black thin rubber/silicon fuel hose, such as for mowers or weed wackers etc. and slice it down the middle, which will probably be tough, but is almost/somewhat close to what it comes with originally
