Hello Henry -
Thank you for your email and questions regarding use of the designated
motorized routes managed by the Moab Field Office. As of October 2008 the
new Resource Management Plan (RMP) was signed and a motorized travel plan
was designated. The plan clearly states that all motorized travel must be
on designated routes (with the exception of the 1,866 acre White Wash Sand
Dunes designated open area). There are maps available for free on our home

There are several changes, such a s Mill Canyon is no closed to motorized
use, however, the bulk of the area and commonly used trails remain the open
and are designated through the RMP. If you have questions about specific
areas, please give this office a call or stop in while you are in town.

The RMP also clearly stated that groups of 25 or more vehicles are required
to obtain a Special Recreation Permit (SRP). It sounds as though your group
size is smaller than the 25 trigger number. There are several questions
that are typically asked when attempting to clarify whether an SRP is
needed - is there an exchange of money, goods and services such that
someone is benefiting though use of public lands? are there corporate
sponsors? is the event open to any and all who wish to participate? is
there a type of registration? is there a duty to care that participants are
expecting in the event of an accident? is this an annual event, recurring
multiple times or sporadic?
