Let us do this by the numbers:
1. Take off tire, it is held on with three 0.75" (3/4") lug nuts. Usually the lug wrench is under the right rear seat with the jack.
2. There are 4 nuts holding the tire support to the tail gate, take the 4 bolts off. Not sure what size they are but an adjustable wrench will work.
3. The now loose brackett needs to be slid off the bolts to be rotated 180 degrees (or turn it half way around like a steering wheel) and put it back on the bolts.
4. Reinstall the 4 nuts and tighten them down.
5. Put tire back on rack and tighten those lug nuts down.
Elapsed time 10-15 minutes, tops.
