Yep, the SEGR ONLY take the place (electrically) of a normally operating EGR so that your ECU treats everything as if it's normal, but the EGR solenoid literally has no power to it (hence, stays closed). The EGR tune USUALLY keeps the EGR closed, too (see above), but also does other nice things to the fuel mgmt system etc.
I have both, but for different reasons, and as far as I can tell, they don't impact each other (again caveats with the reasoning for the occasional opening of the EGR from GDE notwithstanding).
