It's pretty cold in Ohio right now too (9 degrees this morning). I have found that if I turn the key on and wait about 10 seconds, it starts better when cold. The glow plug light comes on for about a second. I'm not sure if the glow plugs stay on longer than the light, but this has been working for me. If I try to start it as soon as I turn the key, it takes a lot more cranking.

This morning I waited about ten seconds and it fires up almost like normal except for the racket

Out of about 20 diesel cars I've owned this is the first to have a block heater and I've only tried it once

I had a 1978 Rabbit and was in a training school in January 79 in New Jersey. For one week the warmest it got was SEVEN BELOW and it sat in a motel parking lot and started every morning. I did have some fuel jelling problems where it would only idel. VW at that time recommended adding no more then 10% gasoline to #2
